The Demise of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are conducted: positive announcements are delivered from different nations. Considerable effort is expended on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the primary tool for achieving "peace".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from enemy soil, a ability enabled by up-to-date information. From witness perspectives, defense planes that had been dispatched to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense thundered: multiple launches deployed against a incoming threat. This was a modern interception technology at work, presumably supplied through partner states. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, preventing destruction from ruin and another blackout.

Persistent Threats

Not long after, a heavy machine gun fired at a aerial vehicle close by, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its target.

Periodically, this persisted until dawn. Kyiv faced the early updates: multiple fatalities, damage and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's essential dependence on international aid – a dependence that European nations are evidently unprepared to replace in the near term.

Unsuccessful Negotiations

The 28-point plan from Washington provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unrealistic to pressure the Kremlin to surrender the areas that it already controls in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does nothing to discourage Russia, through statements or actions, from thinking that the situation will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but averting a entire defensive failure until situations evolve in its benefit.

Existing Situation

Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their mission will now be much harder after current events, it remains quite doubtful that this will modify their basic position.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a only one week to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.

While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
